This HM02. Fly. Doesn't work

I teached Skarmory, but it can't fly. Can't fly with Stitch.

Why can't Stitch fly?

Did you beat Falkner? He's the one you need to beat to actually use the HM.

I was recently that Skarmory is better for running than flying. That might be your problem there if you already satisfied the requirements to use the HM. You did beat Falker, right?

You need the Feather Badge to use Fly outside of battle. I take it you haven't beaten Falkner yet?

You need the badge from Violet City or Celadon City to use that HM. Don't you have those?

And you don't have the Feather Badge? Because if you don't have that, your Skarmory can't fly with you on it even if it can fly on its own.

He's the first gym leader. He really likes birds. I'm kinda surprised you missed him since he's right at the start.

Don't ask me. I didn't set this up. If I had, people would have been able to fly without needing the HM and the badge. You asked a question and I answered, that's all.

I'm going to assume that's a no. In that case, you'll have to take the ferry or surf back. And yes, I know it's sstupid and makes no sense! Whoever came up with the HM requirements should be shot!
